On What Is Counted.

This note describes how the network selects conditions for measurement and how those measurements inform operational decisions. It addresses a common assumption that a system acting from quantified evidence observes all relevant conditions equally. That assumption is not correct.

Crossing dwell times — Aldgate.

Pedestrian phase durations at two junctions have been shortened by a further two seconds. Flow has improved.

Lighting schedule — Bermondsey.

Ambient thresholds adjusted. This is the second adjustment at this location within the current period.

Flow model residuals — OSJ segment.

APPENDIX A-3 FLOW MODEL RESIDUALS — OSJ SEGMENT — CALIBRATION EXTRACT

Public access network — Limehouse.

Access points reprovisioned. Session durations at this location were found to be atypical and have been normalised.

Environmental telemetry — Bankside.

Telemetry restored following an interruption. The cause has been identified and does not require publication.

Dimming profile revised. Between 01:00 and 04:00 output in nine streets will be reduced by 40%. This is a temporary measure.

APPENDIX A-2 OPTICAL SENSING — BGN SEGMENT — ALIGNMENT EXTRACT

Optical sensing — Bethnal Green.

Units realigned. Coverage in this area is now continuous.

Public seating — Borough.

Seating in the vicinity of Borough High Street has been reprofiled following a dwell-time review.

Seating — Elephant and Castle.

Two benches have been removed from the northern concourse following a dwell-time review. Replacement is not scheduled.

Collection intervals in six streets have been extended following a review of container fill telemetry. No notification was considered necessary.

This note sets out the basis on which the network distinguishes between adjustments requiring public notification and adjustments which do not. It is published in the interest of transparency and is not a consultation.

Model updated. This area is performing within expected parameters.

Signal timing — Vauxhall.

Timing plan reverted to the previous configuration. Thank you for your patience.

Air quality node — Farringdon.

Node 12 offline for scheduled servicing. Coverage is maintained by adjacent nodes.

Kerbside optical — BER segment.

APPENDIX A-1 KERBSIDE OPTICAL — BER SEGMENT — TELEMETRY EXTRACT

Acoustic monitoring — Shoreditch High Street.

Monitoring resumed following a period of maintenance. Reported anomalies have been reconciled.

Pedestrian phase durations at two junctions have been shortened by three seconds to improve overall network flow. No service impact anticipated.

Notice withdrawn.

Arrival without route — Spitalfields.

Four entrances registered the same arrival at 07:12, although no route connects them within the recorded interval. No corresponding departure was found. Historic figures now assign the movement to ambient flow.

Secondary shadow — Whitechapel.

Ambient thresholds near Whitechapel Road have been widened after lighting sensors recorded two pedestrian shadows for each single subject. The second remains one pace behind and does not cross illuminated thresholds.

Matched return — Southwark.

Two kerbside units will be isolated between 09:13 and 16:04 after both began reporting an identical low-frequency return. The sites share no infrastructure. Adjacent coverage remains available.

Vacant-space classification — Bermondsey Street.

Three optical units returned to service after scheduled recalibration. Each continues to identify the same vacant kerb space as occupied at forty-seven-second intervals. The classification disappears during review.
